As explained in the information provided by Barbara, RealtyTrac lists properties which are in varying stages of foreclosure. If the property ever gets into an auction (Trustee Sale), the bidders have to be present in front of a court house and make a bid. The payment has to be in cash (cashiers check). I do not believe as a foreigner you would be able to participate in that type of auction.

If you are interested in buying a property in Emeryville, contact a realtor who can help you.
He/she can search in the multiple listing service database and find you a property which is listed on the market. We are members of the MLS both in the Bay Area as well as Sacramento.

Agree with Bill. However, the sale this ad is speaking of is NOT a sale on the open market - it's the Trustee's sale at the courthouse steps in Oakland.

What you are seeing is NOT an actual listing … it is an advertisement for RealtyTrac.

It is the notice of a trustee sale. RealtyTrac notices can be very deceptive because they give the loan amounts, not the purchase price. When this particular property does hit the market, it will be at market price for the neighborhood.

RealtyTrac is trying to get you to sign up for their service.

The short answer is no. The BMR units are restricted. Your agent can get you specifics on each property but most (probably all)BMR condos in Emeryville have sale restrictions so they have to be sold to people who meet certain income standards and the sales price is usually tied to the cost of living index .
