As a former realtor, your best method is to visit several brokerage offices in person (preferably during the weekday if possible, but Saturday is fine). Ask to speak with the Office Manager or Broker in Charge. Tell that person you want to be assigned to a realtor who speaks Spanish and has sold homes in your late Mom's neighborhood. Once you have 3 agents from different brokerages, interview them carefully.

As for selling a fixer upper, most agents have clients who are investors and buy fixer uppers. They renovate and repair everything and resell it for a profit. Beware - these investors will buy your Mom's home for a cheap price. One type of investor that is worthwhile - the non profits. Example: does your Mom's house have 4 bedrooms that could be used for retarded adults, disabled adults, etc.? These non profits seek group homes for their patients BUT as I learned, each city / town sets the maximum limit on the number of group homes allowed. You can check with your local housing authority and ask if the maximum has been reached or if your Mom's house will qualify. These non profits get financial aid from your state and private donations. They will fix and repair the house to accommodate handicap access.
