Is there a reason for limiting your search to just foreclosure homes? These days there are very few remaining in the Bay Area because almost every home in a decent neighborhood has appreciated to the point that they are no longer short sales.

Probably a better goal is to search for a home that suits your daughter's needs at a good/decent price, whether that be a foreclosure or a regular sale.

Hallmarks of a typical on-line rental scam:
1. Rent is lower than it should be for the subject property.
2. Property cannot be seen
3. Because the owner is out of state or out of the country. Just drive by and peak in the windows.
4. Sent money (wire good funds, no personal checks) and the keys will be mailed to you.
Often accompanied by a story that the owner had to relocate suddenly and they are looking for a good family to watch over their beloved house until they return…thus the low rent.

Also, watch out for similar scams in which the “landlord” wants you to fill out a rental application which provides information of a personal nature which the scammer can use to steal your identity.

One thing that can be overlooked is that locally areas with home values below about $700,000 have tended to have what would appear to be a weaker recovery. This is probably due to the extra incentives that the federal government had provided prior to the downturn to help "lower income" people become homeowners. The incentives pushed up the cost of less expensive homes. Current policy does not favor lower priced vs. higher priced homes.
