No; that is a HUD-owned property, listed for $52,000. HUD has several programs for purchasing their homes that are alternatives to traditional lending, see: http://www.hud.gov.

For information on this property, go to www.hooksvanholm.com and search by PA case number 442-206073. It will have, among other things, a detailed property condition report.

You need an agent to submit a bid; I've done several of these and can help if you do want to make an offer. (I would of course show you the property first.)

If you require rent-to-own (as opposed to purchase), be careful! There are at least three ways to do it, and it's easy to get wrong (search on Trulia for better discussions of it than I can give in a paragraph). Good luck!
