DC law does not allow discrimination on the basis of source of income, meaning that landlords can't refuse to accept HCVP (Section 8) vouchers. If they treat all applicants consistently, they can decline applicants for other reasons, though - they can require a particular minimum credit score, for example, and they aren't required to accept the conditions that may come with a voucher - if the Housing Authority inspector says that certain improvements have to be made in order to accept a voucher, they can decline to make those improvements (assuming that they're not violating other DC codes), and if the inspector says that the rent price is too high, the landlord could choose to keep the rent above an acceptable HCVP level rather than lower the rent in order to be able to accept an HCVP voucher. But no landlord in the District can legally refuse to accept vouchers. ... more
