655 S. Hope is a smaller high rise community with lofts starting around $1800/mo, parking included for 600square feet to about $2800/mo for a 2 bedroom (open floorplan) 1000 square foot unit. There are several other options within a short radius.

When shopping for rental lofts, always ask about parking as the lower priced units seldom include it. A good condo loft rental moves quickly and often has multiple applicants so it's important to be ready to sign a lease when you go out looking.

I work daily in the downtown rental loft market, know it intimately and would be happy to help.

I think the key answer to your question is choosing a real estate agent who has something at stake in working with their clients. I've been in Downtown Los Angeles since 1997. I've launched over 20 careers in Downtown Los Angeles real estate. When you choose a Buyer Agent like me to represent your interest, I work to protect your interest. This is where sitting online and searching for home doesn't make a lot of sense. You don't have someone explaining all the possible pitfalls and upsides. I suggest finding an agent who has excellent Yelp reviews (my team has 30 five-star reviews), experience in the market place, and knowledge of all the buildings. By the way, I have all the original sales literature of all the condo buildings in Downtown Los Angeles here in my office. I use this literature to help educate my Buyers to the properties they are interested in. I explain how Developers oversold the UPSIDES and HIDE THE DOWNSIDES of investing in Downtown Los Angeles. I then show clients what the truth is about a developments ie past lawsuits, future lawsuits, and potential challenges we know they will encounter sooner rather than later (ie losing the Mills Act, building coming up across the street, rising HOA fees, etc). You need to choose an agent that knows the good, the bad, and the ugly and isn't afraid of letting go instead of creating an excellent client relationship with you.

I find that most sales are happening in Downtown Los Angeles as pocket listings. For example, we negotiate with the Seller a fair market value for their home. Instead of listing the home and letting it sit, the sale happens and the general public never even sees the home hit the market.

If properties are sitting on the market, they are usually listed with out of the area agents or new agents in Downtown Los Angeles. They usually don't understand the market and they usually don't have in-house properties for their listings.

We work with clients in the surrounding communities in Downtown. We specialize in Mount Washington, Highland Park, Boyle Heights, Lincoln Heights, etc.

I have two houses in escrow right now on the boards of Downtown. The other thing you wan to think about is that condos are designed with the idea of community. There are restaurants, common areas, and various amenities that make it better than living in a house. No yard work, sharing the expenses of property maintenance and depreciation of the property or building. Though I am personally tempted to jump from Downtown and land in a house, I keep coming back to the conclusions that Downtown is perfect for me. Also, with the new schools, it's getting better for families.

As a resident for the last 17 years in Downtown Los Angeles, I've seen many of the areas clean up. I remember when the Industrial District (which is now called the Arts District) use to have homeless people living out in front of that building. Each night, they would build fires in old trash bins. Upon closer inspection, I learned that the homeless were living underneath the 4th street bridge. It was extremely dangerous for our neighborhood to have people living under that bridge as I saw drug deals going on and prostitution. I was so angry that this element was in my neighborhood I did start a letter writing campaign to the city. About a month, I notice they put up a chain fence around the bridge and that ended the problem over night.

The main problem with the San Pedro area has more to do with JONES v. CITY OF LOS ANGELES. Back in 2006, things changed when the ACLU won this case ( see http://caselaw.findlaw.com/us-9th-circuit/1490887.html ). The city created an area in Downtown Los Angeles where no one can basically do anything if a homeless person decides to set up shop. This has nothing to do with people having the desire and motivation to clean it up. This is the ACLU declaring war on anyone who isn't homeless in Downtown Los Angeles. Address all business matters to the owner on file. Record a lien against the unit for non payment. And start foreclosing the unit. Probably by then or before, this individual could present some legal documentation for his stay in the unit. Get legal advise from a real estate attorney and an eviction attorney.

Hard to answer without seeing your GFE. Mortgage professional estimate fees based on normal escrow charges. You wouldn't haggle the lender about fees that are not theirs (title and escrow fees). Total closing fees per HUD is normally between 3-4% of the loan amount (cost to obtain loan, closing costs, title fees, title insurance).

If you're looking to haggle. You should let your agent know that this is important to you and to try to negotiate where they send the file to for escrow. Customary for seller to control services with the guidance of the listing agent.
