Do some homework on the agents before you sign anything. If you don't like the agent, feel comfortable with their skill, experience, knowledge or abilities, find someone you can be confident in.
Agents are paid 100% commission. If you don't buy from them, they spend their time, money, gas, knowledge etc. for nothing. No one wants to invest in you, only to find out you walked into an open house armed with the information we've imparted to you, and bought from the listing agent. I've never had this happen to me, but I have spent hours and hundreds of dollars with buyer who for various reasons never completed a transaction with me.
I don't usually use buyer's agency agreements, but I'm also careful who I invest in. If you want a great agent to invest in you, it may be necessary to document your loyalty to them. If you're not sure, don't sign one, but don't expect every agent to give you their best under those conditions.

In Wisconsin, a licensed real estate agent must write any offer requested by the buyer and present all offers they receive unless they are instructed by their client (seller) not to do so. Such instructions would be best in writing to protect the agent. ... more

What I would do if I were you is find myself a good real estate attorney. One just for you, not one that works for a real estate company. He or She knows the R.E. laws and you will be protected, so you don't lose a friend over any little technicality that could turn into a big one. And if something does go wrong you can blame the attorney.

Don't trust national internet market stats. They don't know a good block from
a bad block. There are LOTS of neighborhoods within a single zip code and
those neighborhoods vary widely in price. Tax assessments don't tell you
market value.

Get an agent. The agent will not cost you a dime.
Make sure your offer contains an appraisal contingency - if the home doesn't appraise for sale price,
you can walk away with your earnest money and look for another - unless of course, the seller drops
the price.

Safety? Check with the local police or look at police call reports for the area online. Google the police department. Do it before you submit an offer.

How low? Start with the Trulia number you came up with. When you present your offer, tell them where the
number came from.
A Realtor understands all these things already. Get one to work for you.
