Having purchased a home in 2006 really has no bearing on this since the 3-year clock begins after you sell the property. The question they are asking is "have you owned a home in the last 3-years".

There are so many other financing programs out there, you should be able to find a good rate and term by contacting a local lender.

With the scrap of information provided, little input can be provided meaning you should be content to continue your home search.

There are a thousand reasons your offer could have been rejected, not presented (owner/agent pre-conditions) or unceremoniously kicked to the curb. For example a full price offer, on a home being sold in a community with few sales, offered by a buyer packing pre-approval paper from Chase for an FHA backed mortgage, is not a full price offer. The seller, the agent, the broker could spot that from 50,000 feet. For some sellers such an offer will not be considered.

There are simply too many scenarios to list that would result in your offer becoming invisible.
The REALTOR representing you can provide guidance, which you must follow, to make your offers FAST, BOLD and with AUTHORITY.

However, the attorney you must hire for to obtain legal advise, may have a different strategy.
