Each Condominium Community has their "own" HOA and CC&R's regulations that you will get a copy of when you purchase. My guess would be that you are required to park in your assigned spaces while the overflow spaces are mostly for guests or in and out parking (not overnight). The price of the house is sale price for the property not what was financed. Generally, this can be reinforced by deferring to the County Tax Records.

Think of it this way. If the taxes were based on the financed amount, cash buyers wouldn't have to pay any taxes at all.....

Playa Vista is a "lifestyle community" with many green features, wetland and beach access, recreation and community activities. It's a fairly new development with more retail and commercial building being done to complete it. I worked in the development for several years and never had a resident who did not love living in Playa Vista. You should take a Saturday and visit, that's when they host the "farmer's market". There are some Westside neighborhoods that might work for you, but for a house (not condo or townhouse) it might not be possible in Culver City.
The average price for a house in Culver is higher then the budget you mentioned. Particularly now with such a low inventory of homes available to buyers.

The best way to find a property, is to begin a working relationship with a local Realtor who can help you, however you will have to be flexible with the location if you hope to have success.

Investor are just that investors. They are looking for the greatest rate of return with the smallest investment. There are still some fixer ups on the market (not auction). Search different areas for standard sales for fixers.

Great question a few months age I learn that there have been fracking approvals in Baldwin Hills, Culver City and Inglewood. I hear about it on the Bill Maher Show. I was shocked. Obvious, oil exploration alternatives are not considered. My understanding is that Halliburton will have a major interest in the fracking projects. Homeowners should question impact of fracking on neighborhood values, humans and the environment. Attached are articles about fracking. Do your own thorough research and draw own conclusions on pros and cons of fracking.

Homes in Culver City 90230 are in the Culver City Unified School District. Culver City is a residential community with single family density. Overland/Jefferson and Fox Hills have high concentration of condominiums and townhouses.
