Was the ordinance ever passed that any vacant property within a certain distance from a school in the city of Chicago has to be secured and monitored?

All vacant property is required to be secured. Under the ordinance, all vacant property can, at the discretion of the city, be required to have a watchman between the hours of 4 pm and 8 am.

These citations can be issued at any time, but are usually reserved for property with a history or unauthorized access.
Any building found unsecured 3 times in a 90 day period can be fast tracked for demolition.

Must be secured however there is no specifics as to what this would mean to anyone individual.

I believe there is something stating that any vacant property must be boarded up. Not sure about monitored though.
