I'm thinking of moving into the Elements Apts on 4th Avenue, how safe is that area?

Check out the crime reports on-line and I agree drive through at different times and walk it. You will get the true feeling of that neighborhood. Good Luck

Check https://www.crimereports.com. If you're not familiar with the area, drive the neighborhood during the day and at night (especially Fri and Sat nights).

When I bought my house I knocked on neighbor's doors asking them how long they have lived there and if they have any issues with the neighborhood. Neighbors will usually be very candid. If you don't have the time to do that take a Google virtual tour using Street View and "drive" down the streets from the comforts of your own home :)

If you are not familiar with the area, consider driving through more than once and at different times of day--look for everything that is important to you and chat with locals should the opportunity arise and ask questions-- howevere, your best source of information regarding crime is the local police department, why not visit/call and ask all your questions.
