Zillow is notoriously inconsistent and is not a good data source for valuation in a community such as CDM. Zillow works well in very homogeneous cookie cutter tracts like those found in Irvine, Aliso Viejo, Mission Viejo, etc.
A Realtor may have quoted a low value just to see if you would bite on it and then list the property for a figure a little higher and look like a hero when the property sold for more than you were expecting in a very short time period with minimal time invested by the Realtor. All the while knowing it was worth more, but would you rather have a quick sale with no work and a nice commission check, or spend time/energy/effort in order to get the maximum value for your property the result of which might be a slightly higher commission but when expenses of time and marketing are taken into account, the net value of the commission might actually be less.
Appraisers, of which I am one for 27 years, are not always geographically competent, and since it is highly unlikely you and your neighbor were appraised by the same appraiser, one of them might have been less than familiar with the market dynamics in CDM, or flat out the neighbors appraiser may have shot for the moon in terms of value to get the loan approval for the loan. Yes those type of appraisers still exist.
Bottom line is there are a multitude of reasons why there could be a difference in value for reasons that are mistakes, errors or opinions. Carol is spot on about CDM. Having lived on the Balboa peninsula and Balboa Island for years before moving to the beautiful, quiet and peaceful North San Diego Coast (Encinitas) but having to frequent the NB, CDM (China Cove) area to visit family and friends I can tell you that if I had to move back to that area the "Flower Streets" CDM would be a great move.

That stated, if you have deeper pockets and really want the ultimate lifestyle you may want to consider China Cove. This is definitely the Crown Jewel of the Coast line but very pricey. The HOA fee is actually showing about $401-415/mo right now, the figure of $265/mo was what the HOA dues WERE in the year 2000, which was when this unit was last sold.

A 1b 1ba REO in this complex recently sold for $385K and there's another one on the market in here with 2b 2ba w/ 1100sqft asking $679K.

The property you're inquiring about is in default but not on the market, it appears it wouldn't be a short sale if sold. It's possible the owners are trying to get a loan modification, which will likely not work in the end because they have equity. They have about a 5% chance of getting a viable loan mod & 3% if they've filed a BK.

Please let me know if you're interested in this particular complex, people obviously love it here because not much is selling there, but one never knows, with a little prodding I may be able to find you a unit in here.
