The short answer is, "it depends". When you build something like that, it becomes a "balcony". Call your municipality and make sure it meets code. Whether it affects value depends on how buyers would react and the layout of your house and land. Do you think someone purchasing your home would rather have the stairs? Usually, the only thing wrong with homes in this market which have been on the market for a long time is the price. It is possible that nothing is wrong with the home or it's location except for the owner not wanting to have a realistic asking price.

Get in touch with a local Realtor there (not the listing agent either) and have them show you the home and then have them do a Market Analysis on the home and see what they think about what should be offered while providing proof of recent (6 months or less) sales of similar homes in the area.

Sometimes there may be issues which came up in the Sellers Disclosure (which means the price is still too high). Perhaps something came up during the inspection or the location is not that great (which still means the price is too high).

No matter what the problem which comes up, it all boils down to price. If the home was priced right 612 days ago, it would have sold more quickly. Oh, and one other thing, if the home is worth over $300K, that may be the bad point of the home. In this market, homes below $300K are moving, yet the higher priced ones are not moving too well.
