Adding a second story isn't that different from building a new house, at least from the builder's perspective, according to Gary Henley, president of Henley Homes, a home remodeling company in Liberty Hill, Texas. New construction is simply placed over the existing footprint.

Realistically a $100K to lower and finish a basement compliant. However, you could easily spend more than a $100K depending on what you do. Since its probably going to have a small foot print in those neighborhoods you can probably get it done for $60-$70K. Anyone who tells $30-$40K is just trying to get in the door and then charge you lots of extras.
Going that much further down you'll likely need an ejector pit, new sewer line and possibly perimeter foundation curb. Obviously you could do all the rough work now at once and then finish as your budget allows over time.

If you can get away with one dormer, you can maybe get it done for about $30,000.

If you were actually tearing out the structure with a tear off, I see your reasoning. However, a tear-off usually just means that they are tearing off all of the shingles not the actual roof.

The labor involved with removing portions of your roof and rebuilding can be extensive (not to mention new drywall, insulation, and electrical on the inside.

I'm not trying to talk you out of it. -- If you need the space and will use use it, do it. -- However, if you are trying to increase the value of your home, you will only get about 80% back on what you spend to do the dormers.

I've seen these 203K projects go south b/c of the fact that the loan is tied explicitly to the scope as described by the 203K inspector/ consultant. I think the best thing for you to do is contact a bunch of different contractors and give them this list and then ask how much can he do it for. Then use the person that gives you the best price.
