It depends on what you are looking for. If you are trying to avoid PMI then I would suggest putting at least 20% down. The best thing is to talk to a lender so you know your options.

As a home inspector with over 15 years experience (and many of those inspecting new homes in Texas and Oklahoma) I can't begin to tell you the stories I've heard Builder agents tell my Clients. Things that would get a licensed real estate agent's pulled so fast their heads would spin.

Now having said that, there are a lot of real estate agents out there that are just worthless as well. When my Clients ask whether they should use a real estate agent or just drop in the Builders office, I tell them to make sure they find an agent who will go the extra mile for them!

This means visiting the Builders office, making as many trips as the Clients want to view the home under construction, being there for the independent inspection, etc, etc.

Buying a newly constructed home without a good licensed real estate agent, buy at your own risk!

you can check this site to see what the flood risk level is as designated by FEMA, and it'll tell you who to contact for flood ins rates, or give you an estimate on your annual flood ins premium.

if you make an offer on this property, make sure there is a provision in the contract language that lets you out if you don't like the ins rates or results of the documentation.
