An outstanding mortgage balance has no relevance to you unless you are assuming the mortgage - which is highly unlikely. Even if you're doing a short sale, the outstanding balance is irrelevant since the "bank" will determine (in its sole discretion) whether to accept your offer or not.

Depending upon state law, a previous purchase price may not be public record. Whatever the amount, it has no bearing on the current asking price.

I applaud your effort to know and learn as much as you can, but your view is certainly and without question limited. Use a buyer's agent (who will represent you) to obtain ALL of the appropriate disclosures and comparable data information.

The rules are specific and only talking with a lender is the way to determine if you meet the Guidelines. Another Variable is if used the OHFA first time Program. If you are asking based on your location, I would recommend finding out what the agent's track record is in that area for both listings sold as well as buyers that have purchased. Ohio City is a niche market and really should have someone with that expertise, so I would say to focus on that.
