There must be more to the story if it took 9 months to "work" on your loan. My guess is that the lender is not incompetent if they had the patience to work on a file that long. The appraisal is a 3rd party report and they have to contact you directly if it is a refinance, or the Realtor or builder if it is a purchase. There are loans with non hard money lenders for non residents but as always it all depends on whether you meet the requirements. It is hard to know if you would qualify without more information such as if you are planning in moving to this home in Az or if it would be your second home or even an investment property; also it would depend in the purchase price and how much money you can put down.
