The Landlord Tenant Law will indicate your rights, responsibilities and options in a situation like this. Now the fact that the landlord is trying is good. The fact that nobody has been able to solve it is bad. He needs to get more competent plumbers involved.
Let me ask a couple questions; is this home on Septic or Sewer? If on septic, has the tank been pumped and inspected lately? If on sewer, has anybody scoped the lines to search for major blockages?
Read the law for your state (you can google it) regarding health & safety issues and repairs. You may have, after a certain amount of time, the right to pay someone to complete a proper repair and deduct if from your rent, but don't do this without knowing the process or it could backfire.
You may also have the right to terminate the lease early, due to dangerous or unhealthy living conditions. Again, read the law and consider getting an attorneys opinion so you stay out of trouble and it's done right.

I spoke with the rental agency about 845 Madison Ave. The rent is $995/month, but there are alreayd 6 people who had an application in on it over a week ago, so they were not taking anymore. Not sure what the other price you saw was, but the $995 seemed legitimate. Kelly ... more

Harmony is not that close to trains from what I can see on the map. However, Cary & Apex are full of trains and it's not that easy to find housing that is not close. You just don't want it in your backyard. Would you like to see any of the homes in Harmony?

Glad you are moving this way. Normally you need to start looking about 60 days ahead of time for a rental. Generally this is because most tenants are required to give 60 days notice. Beyond that time frame you will find very little available, unless you want to rent for a month prior to getting here.

There are a lot of town home neighborhoods in Cary and Morrisville. A 2 bedroom 2 bath townhome for $1000/month is doable, but you may find it may not be quite as upscale as you are hoping for. That being said, there are really no bad neighborhoods in Cary, so I wouldn't worry too much.

Let me know if you need further help in finding a townhome rental. I'll be glad to shoot you a list of rental places, or put you on a search finder that will automatically notify you when one comes up on MLS.

If you just need an agent to rent your house, then most agents in the area would be happy to do that for you. If you have it listed on MLS, you will need to pay the agent whose client signs a lease, a commission, usually about 10% of the first month's rent.

If you need a company to maintain the home and collect rent while are away, then you need a property management company. One of the best in the area is Block and Associates, though there are many smaller companies as well.

I own a single family ranch house in a great location in Cary. The house is equipped for elderly persons and in a wonderful neighborhood. Search for 107 Muir Woods Drive if you want to see pictures of the house. I had to edit some of the pictures tonight so it might take a couple of days to repost.
