Assessments are for tax purposes....
Appraisals by a bank are for the purpose of according a mortgage loan to a buyer or for
re-financing to a home owner.

Two different things....

The abandoned home next door will strongly come into play if and when putting the home on the market and a potential buyer realizes that the home next door is at the moment an abandoned home, is the
buyer still wanting to buy ?????

I have watched Newark and Camden, and actually bought property in Trenton in the 80's when it was said to be ready for the turn around. Sold it at the height of the real estate market for less than I purchased it for.

People won't buy homes if the schools aren't good and they don't feel safe.
