Hi there... depending on the comparables in the area, you can structure your offer to include closings costs. What I would do is talk to the agent and find out what exactly the bank is looking for. Sometimes they'll tell you, sometimes they don't even know. I would discuss with your lender your financing objectives, taking into consideration your cash in hand and structure an offer based on that information as well as the comparable data. If you have a good agent, they will be able to structure your offer to be appealing to the bank.

If you are looking for assistance in buying a home, Section 8 is not the program. Section 8 is strictly for rentals. There is, however, a program whereby builders in Planned Urbana Developments must earmark a certain number of homes that are sold as what's called Moderately Priced Dwelling Units or MPDU's that sell only to those families who meet certain income requirements. They must register for the program and then the families are selected through a lottery. Google MPDU's in your area to learn how to get registered. These units typically do not have amenities like dishwashers and no upgrades but just the basic home and are sold at substantially lower prices.
