That " foreclosure list price" you're seeing is probably the minimum bid the lender required for someone to buy the house at auction. If no one buys at the auction, the tax records usually show the lender "buying" the house at that price.

In my experience, it is not common for the house to be listed as low as that starting bid amount when/if they come to market. Banks also tend to be resistant to negotiation because they are almost surely losing money on this deal. Their focus now is minimizing their loss which is why they're unlikely to even respond to an offer much under the list price.

The cost of closing costs should be discussed with your real estate agent. If you are trying to go it alone, then that is why you have questions. Nobody is obligated to pay for all closing costs and some of the costs are negotiable in the contract.....I say some because depending on the loan type of the buyer, there are restrictions on how much assistance the seller can provide and some items cannot be paid by a buyer.

The title policy payment is negotiable in the contract. I usually advise my buyers to have the seller pay for this. There are way to many variables in your question, without being part of the transaction, to give you more specific guidance. It is best to sit with a real estate agent in your local area.

However you will need money for a deposit on the house, any inspections you want done to verify the quality of the house, and for an appraisal, insurance, closing costs, and establishing an escrow account. If the seller of the home is willing to pay these fees you can literally buy with no money down. My suggestion is to speak with a lender and discover all the costs associated with buying outside of down payment then when you're agent negotiates the purchase price for the home you want, they can make an offer based on the seller paying all you fees.
