FHA will fund nonwarrantable properties (SFR) on a case by case basis.
As long as the work has been completed in a 'workmanlike fashion', then the space can be approved.

A basic answer is the listing broker has the ability to low ball a BPO(Broker Price Opinion) and have the property listed way under fair market value, if Fannie Mae has no idea of the current values in the target areas they will list at the BPO.

Why would a broker do this? To create a bidding war, and good all cash offers. This works and the quicker a REO broker turns around properties the better he looks to the Asset Manager at the bank.

I think Ann answered the question the best.
I have been led to believe that because your girlfriend is on title she can claim the credit but you being the one holding the mortgage and depending how you file your taxes - could potentially pose a problem.
