I'd recommend seeing listing at certain time of day and listening for noise. For example viewing a vacant unit at 8pm might give you an idea of what noise level might be representative. Yes the hoa fee is $180. What is most important about the HOA fee is what it covers. In this case the Master Insurance is covered so that means you will not need to buy "a structural policy" for the property. Which could cost a lot. So $180 is not a bad deal.
