We really need more information to make a determination if its a buy. What is the price? How much are similar homes selling for? What are the rents? Is it currently rented? Does in need repairs? What is the buyer planning to do with the property (live in one unit and rent the other, rent both units, try to resell it for a profit, buy and hold, etc....). Buyers should never try to time the market, I find it's always best to look at each property individually and make a determination, not decide based on the market as a whole.
