It is inappropriate for a real estate agent to engage a discussion about the safety of a particular neighborhood as this may be a violation of a certain protected class (discriminatory law). Real estate taxes are the same for US citizens and non citizen. In the Miami Beach area, they are around 2% of the sale price per year.

If you live full time in the property, then you can use the homestead exemptions and pay less tax. ... more

There are a few condo hotels that are pet friendly and allow short term rentals. One in particular is Casa Grande Suite Hotel located at 834 Ocean Drive between 8th and 9th Street in Miami Beach.
I can recommend a few more in the Miami Beach area as well as further north in Sunny Isles.
