You can look up the owner by either checking Cobb County's website and looking at the property records or go to 411.com and do a reverse address lookup.

The information is pulling from the public records. You can contact Cobb County and ask them to update your records and inform them that you have more than they are currently assessing you for. Once you do that, it will update Trulia and any other site that posts public records. When we lived in DeKalb and Cobb, we also noticed the tax records were often incorrect. It was actually to our benefit.

A lot of your ability to refinance would depend on how much equity you have in your current home. For an Investment Property mortgage, an appraisal must support at leaat 20% equity in the property. When a borrower uses VA financing, they usually do not make a large down payment, if one at all. This means there would need to be a large appreciation in the value unless you have the funds to pay it down.
