Seems a bit high, but as others have pointed out - it depends on the area. Why not grab another bid for the plans from another builder as Chris mentioned?

Such information is subject to MN Disclosure. If the seller or agent are aware and don't disclose this information they would be in a world of trouble. If they don't know - you might want to call and tell them.

If the information is disclosed properly and the buyer still chooses to buy the condo - they will have their own reasons for doing so.
