I don't have any specific information to share regarding the Boulevard towers, but my suggestion would be to go and check out the property in person. Talk to the management staff and try to get a feel for how they would respond to you. If you spend some time on the property, you might even be able to talk to a few of the other residents - ask them how they like living there. I'm not sure what information you are seeing online, but chances are there are just as many satisfied residents of the complex - they just haven't taken time to post their feelings online.
