You have to own both lots before you can petition to have the lots combined.

Septic systems are not public like sewers ... so if you own the lot on which the system resides .... you should be able to remove/replace the system (unless there is an easement in place). ... more

Absolutely. She can buy the home in her name alone, but there's the question of the difference in value. He may owe more on the existing mortgage than the home is worth today and if so he would either need to get his lender to approve the sale and let him off the hook (unlikely but possible) or he'd need to write a check at the closing for the difference. ... more

Piney Island is in an AE Flood Zone. I've never seen major floor damage here. During really high tides the water does come up high between Little Piney and Big Piney Island. You would need flood insurance with any federally insured loan, however I would always recommend flood insurance in any zone. I would estimate the flood insurance to run $500-800 per year. It will be based on the elevation of the property when surveyed.
