Who Pays The Water Bill?

Water pipe broke on the outside of the house. (Underground. No negligence.) As soon as landlord was notified, (2 weeks) landlord takes immediate steps to repair the pipe. Tenant wants landlord to pay ENTIRE water bill, because water bill is excessively high. Landlord states it is tenant's responsibility because landlord did repairs as soon as landlord was notified. WHO PAYS?

I would say that even if the leak was fixed immediately there is still water that has leaked and sounds like due to the pipe and nothing that the tenant has done. I am not sure how much is excessive. I would recommend looking at what the typical water payment is each month. I would recommend to the Landlord that they pay the excess amount.
