Hi Jim,

It would be foolish to get cash back in any purchase transaction vs using that cash to buy down the Interest rate as this would give the borrower better benefits over the long haul. In a VA transaction those funds can also be used to pay the funding fee, but the only money that can be refunded to the Veteran is his down payment not the funds that you grant to cover the closing cost, per the VA guidelines.
