Over the last 3 months, the average prices have varied widely (and wildly), since an agricultural lot with 300,000+ SF sold, as well other properties. A good option is to look for homes that are in fair to poor (including "tear down") condition. You can remove the home, or renovate an existing one. Some of these homes are on lots that can be divided as well.
Of course, a view, on the beach at Papailoa Beach will be many times more expensive than one in Pupukea, on a large parcel, with no view.
