If it is a legal in law, follow the rent control guidelines set by the city. Call 311 for SF City Info
Ask for accessors office to see how many units are indicated in property address.
Ask for rent increase guideline for SF.
If it's not a legal in law, ask your real estate attorney.

Sounds ideallic. Keep in mind that most things in S.F. are really a short driving distance, but the difference in affordability may be big depending on what you absolutely "must have" versus what you need or where (in the City) you need it, Richmond district offers proximity to everything, including some nice access to parks -- golphing, and the beach, but it tends to get a bit congested.
