You will want to find out if the property is zoned for multiple units, if the proper permits were obtained for adding the additional space, if they have the proper permits for rental units and if they have provided the proper ratio of parking space that's required by the City. As for the street parking, unfortunately that's public space and, aside from designated handicap spaces, no one is actually "entitled" to a parking space there (except in areas where a permit is required). First come, first serve.
