There are only three properties that fall in that price range. It is now 2014 and the market has shifted since this posting. I hope that you found something back then. The majority of the listings now are valued between $400-$500k

No it's not true. Any competent loan officer can structure a refinance for you so closing costs are covered. Notice I don't say "no closing costs" because that's impossible. There are always costs to a refinance, it's just a question of how they are paid for. The rate and fees for an FHA streamline are no different for someone upside down than they are for someone who is not.
