It is impossible to generally answer that question. 90602 has the highest renter-to-owner ration in comparison to the other 5 zip codes and is the most apartment dense area as well. In contrast, 90602 features a few of the most desirable and safest areas of Whittier. Without speaking bad about the agent, the situation that you are describing sounds strange. It is true that sellers in a short sale can take back up offers but banks will not issue a short sale approval on a back up offer if the offer before it is still in effect (contractually speaking). So if your offer was in first position and you still wanted to proceed with the contract then the seller would need a valid reason (once again, contractually speaking) to cancel the contract.
