There's a law of quiet enjoyment. Basically if someone comes over repeatedly, they are violating your right for quiet enjoyment. If they are coming unannouced that is even worse. Typically there's a 24 hour notice that is required. You should have that in your lease. Do you have your lease handy? I'd be happy to take a look. Owner can contact Xcel and get the twelve month history. Anyone can contact Xcel and get High/Low and Average utility. You realize the property in question is under contract, right? If you are the buyer, your Realtor should be able to get this info for you much faster than going to Trulia. If you are not the buyer, you probably want to know there is a contract on the property. ... more
