Great question. First of all, if you look at all the south suburbs, with few exceptions, the taxes are high. Why? One reason is most of these towns have home rule, which allows them to tax without any ceiling. As far as whether they need it or not, that you would need to ask the villages. As far as I know, there are no changes to lower them. Again, another village question.

However, you do need to look at the other side of the coin. Taxes are higher BUT prices are much lower. Taxes and purchase price are all figured into your monthly payment. Would you rather pay more taxes and less price so you can earn more equity or pay less taxes and more price so you have less equity in the home.

Park Forest prices are still low and will increase in the future, so there will be equity. Taxes can be fought and you do get a deduction from real estate taxes on your annual income taxes.

You need to run the numbers. You can get more for your money when prices are low - more upgrades, more space.

We all hate taxes. Only fighting your assessment and your local government will change that. If you need a place to live, this is a potential opportunity.

Your best bet would be to contact the HOA/Co-op board to get the exact answer on being able to sublet/rent within their community. From my understanding, the Park Forest Co-ops can be sublet, but with restrictions and board approval. Things may have changed, so please double check to be 100% sure. If you are getting a loan, probably not. What you want is a 203k loan. Mortgage companies and banks usually allow a few thousand dollars for closing costs to come back and be wrapped in the mortgage, but usually not this kind of money.

Depending on the kind of work that needs to be done, you may not even qualify for a regular loan if the bank or FHA minimum standards for occupancy can not be met. The 203k streamline loan is a loan that allows people to get up to 35k over the price of the mortgage for repairs and/or upgrades.

Also, many communities in this area require inspections to ensure minimum standards are met to occupy. So, many or all of these changes may need to be made prior to occupancy.

One more thing, if you are not aware Park Forest and Chicago Heights have an incentive right now through a state grant that you can get 10k for purchasing a vacant home.

I work in this area and I would be happy to help you find something and/or help you with a home. There are a lot of homes out there that have been rehabbed already and are in move in condition at this price point.
