First, I would need to see your basement. But without seeing the basement, I would ask the following questions:

Do your Lower Level/Basement have an ingress/egress window(s) ? Does the basement have a sliding glass exit to the outside? Do you have a finished bedroom and bathroom in the basment? Is your Lower Level professionally finished with drywalled walls and ceilings or do you have a drop down ceiling and painted brick/cement walls? Is the cement floor merely painted or do you have a laminent or carpet covered floor?

The best time to sell is the Spring. March, April and May are usually at the top of the List. But this year with Inventory levels very low.....February looks like a good time to hit the market with a saleable listing. That being said...homes sell 12 months a year. Yes, however there is a caveat. Most uws will want the borrower to prove that they have the funds available if they needed to pay it themselves. Let me know how this works out.

I have attached the form you need to dispute your taxes in Franklin Co. If the link does not work, go to the auditors site, click on the drop down menu for your taxes and select tax reductions. From there you will be able to download the form you need to dispute the taxes. You will need to have a recent appraisal which you can get for around $300.00 to know the current value. If it is less than 255K, attach a copy to the dispute form. They will have no choice but to lower your taxes if it indeed appraises for less money.

You only have until March 31st to get the paperwork in.
