Garren is correct, the outstanding water is probably at the point that it will need to be paid before turn on can occur. The excess water could have been caused by a water line break. The pressure test will determine if there is a possible leak in the lines. One thing to be mindful of is sometimes communities will have a date to turn over any outstanding assessments (such as water) to a future tax bill. You shouldn't have any problems as an estimator for a local contractor. You might want to use Ask Angie, Craigs List, and the local Certified Contractors organization while seeking employment. I can offer you a website where it will be easy for you to search for properties in your desired area and keep track of your favorites until you are able to put things together. Most of the information you need to know on a condo association can be acquired through www.condocerts.com. You would need to know the communities legal name. If you are working with an agent then they should be able to research this information along with communication with the association or management company once you find the condo that you like. I would say that many of the HOA's are now becoming more solvent because of the condo laws allowing the associations to recover almost all past dues fees, interest and attorneys fees from the banks that are foreclosing.
The short sales usually require the new buyers to assume the old HOA debt. I would be able to give you more information on this and how the mortgage companies and title companies can find the information out very quickly without paying a them a dime before you make your offer.
