It really depends on the purpose of the purchase and your family needs.
If you are a young family with kids home location will be probably more important than the quality of it in itself.School District and a Quiet neighborhood might be more important than the Home quality itself.You can make improvements in the house but you can not move the house elsewhere.
If you found your dream home and the location is maybe too far from your most wanted areas it might make sense to favor quality rather than location, as long as location won`t hurt you in a future resale.
Balance is the most important thing. Find a location that makes sense and quality that will not compromise your health, safety, finances or happiness .

Home values are slowly rising and inventory is still low
There are still some great opportunities but there are also a lot of over priced properties on the market trying to take advantage of a low inventory market to score a top dollar sale.
As a mid or long term investment you will very likely make a good investment if you buy it now. If you are considering buying a condo now as a short term investment I would advise you to be extremely cautious.
