Yes, Fannie Mae now has a Delayed Financing Exception. We are required to document that the funds used for the cash purchase did come from an acceptable source of the borrower's own funds. A good paper trail will be needed for that. The maximum LTV would be based on the lesser of the sales price or the current appraised value.

Yes, it's a code for the bank that owns the property. Listings that say
-BAT1 are owned by Community and Southern Bank. based in Atlanta, which has taken over a number of failed banks in Georgia.
-BAT2 is Renasant Bank which is based in Tupelo MS and which has does the same across the SE.
-BAT3 is Community and and Trust which was based in Cornelia GA and, when it failed, was taken over by South Carolina Bank and Trust.

The question is not dumb, because knowing the negotiating style of the bank that owns the property is helpful. In general, because they have agreements with the FDIC that relate to how they deal with these "inherited" foreclosures these banks don't get far from their asking prices, though they do lower prices over time. Note that I said, in general.
