Yes you can submit an offer, but it will be only held as an back up offer if for some unforseen mishap occur and closing does not happen, and this does happens quite often. Is this your buyer agent we're talking about or the listing agent? If you have a signed agreement then you are under contract. If you have an agent get them on this - if not then I don't know what to tell you other than complain to the listing agent. They might not be taking contracts though, they might be trying to hook buyers using this property as bait....skeevy at best....
