I'm a former realtor and the best method is to go thru NYC Housing to put your sister's name on the waiting list for subsidized housing (NYC housing).
Unfortunately even though realtors can assist you with Section 8, the truth is they don't get paid much for it and to realtors it's a waste of time helping you find an apartment when they are practically working for free. Realtors can make more money helping renter's find regular market rate apartments. Realtors work on commission and don't get paid until you sign a lease, so why spend time with Section 8 if their commission check is so little.

So start contacting NYC Housing.

Hello if you signed an Exclusive Agreement the agent does not have to release the property until the agreement ends. Now unless you can prove that the agent has not done his or her job to properly sell your home then you should speak to the broker of the office about it.

But even if you get a release, most of them state that even though they are releasing you that if you happen to sell and close the property during the time stated in your current agreement that they are due a commission. So be sure that if you get a release that you sell and close after the expiration date of your current agreement or get an unconditional release saying they cannot collect commission under any circumstances and all terms of the agreement are null and void.
