You need the police; If you can get proof that this woman is doing something illegal that would help. For the most part I'm going to assume that this woman has been in your apartment for more than 30 days and has gotten mail there in her name. If this is true you really only have to options1. You can move and let your landlord deal her or 2. you'll need to go to court and let a judge remove her. Both options are unpleasant but both will get her away from you.
If you choose court bring your lease without her name on it. File an eviction motion; DO NOT put that you want the money she owes you, you only want the your property back.
Gather evidence that this woman is trouble file it all and hopefully in less than 90 days the woman will be out of your hair.

The problem is not about the community Feps transfer paying the first or last 4 months rent. You will be limited finding a rental for $1268./month. A studio - yes, but a 1 bedroom or larger doesn't exist for that amount.
Even if a broker is paid 15% more than the normal fee, a broker is not going to have any rentals available for $1268. A 1 bedroom is a minimum of $1500./month. Are you able to pay the difference?

There is no pre-payment penalty on FHA loans. You can sell the home or pay off the mortgage when ever you would like.

In an effort to help your transition to from place-to-place, i want to give you some advice. i do believe your searching just a little before you should be, unless your planning on signing leases whiten a few days. I only say this because at my company, #1 Selling R.E. agency in the Bronx for 3 years, we have a huge rental division and we get people like yourself situated in there new apartment sometimes in a day or two. Yes you must do the ethically correct and go about getting a new agent the correct ways. If you are unhappy and nothing has been done the way you have agreed then you can fire the agent you have, yet you do have to follow procedures to cancel the contract just like any other one you would sign.
