Landlords that rent without getting the proper inspections run the risk of heavy fines for renting without a certificate of occupancy, if the municipality requires it from landlords. Your best option is to call the municipal office and ask someone in the housing office. If you live in a building that has more than three rental units (residential) then they must comply with state law and are subject to periodic state inspections, regardless of the municipality location.
