Hello Tricia, this is most likely from the Jersey City tax assessor's request. Recently they have put Jersey City on notice that inspectors will be coming by to inspect properties as they are trying to reassess the entire city - something that hasn't been done in many many years!
I would recommend that you let them in. Your taxes will reflect upon the condition of the house now. Any future repairs you decide to you will need to contact the city's building permit office to make sure you follow proper regulations.
Don't panic, everyone will be having their homes inspected sooner or later. Plus this could bring to light any possible problems you may have to address, for the sake of the saleability and habitability of your home.
