There are several mortgage options that require as little as 3% down payment. You can even roll closing costs into most loans.

There is really no downside to an FHA loan, the rates are lower than conventional loans and they are easy to qualify for.

The rates are still low but have been rising so now is a good time to get a mortgage.

The best thing for you to do is to get a pre approval the you will know all your options.

Not a lawyer, but it seems to me that a "letter" could also be called a "contract".

As long as it's within the law, two parties in a signed agreement would be a contract... and that should be legal and binding.

She is under no obligation to give you a closing cost credit, so it's not unreasonable for her to "ask", if you'd agree to use her as your listing agent if you sell. As far as "how many years"... write in a limitation, if you feel it's an important part.
