When is the lease start-date? You should have keys on that date. And yes, the agent can deliver them to you. It doesn't have to be the landlord.

A smart landlord would only disclose your length of tenancy, monthly rent amount, and whether or not you paid on time. This is similar to an employment verification, where the less information provided, the better, as anything else could set up the possibility of a slander lawsuit.

On a side note, the landlord has a duty to provide a safe and healthy environment. Whether or not the bedbugs are your fault, it is the landlord's duty to remedy the problem. The apartment should be properly treated for bedbugs by a professional company.
