This refers to the "CA documentary transfer tax". Los Angeles County current transfer tax is $1.10 per $1000 of value or $1100 per million, etc. Some CA cities also charge a transfer tax however Manhattan Beach is currently not one of the South Bay cities that does. LA County voters may have a measure on the March ballot that would serve to increase this doc transfer tax going forward. ... more

Generally that means that the owner will provide a washer/dryer at a tenant's convenience, but they will not repair or maintain it should it break down or require a repair.
